Dr. Lowe was born in Washington D.C. and attended medical school at Eastern Virginia Medical School in Norfolk, Virginia. He completed his residency at Eastern Virginia Medical School in surgery and went on to complete a fellowship in plastic surgery at The Johns Hopkins Hospital in Baltimore, MD.
Dr. Lowe is a Fellow of the American College of Surgeons. He obtained board certification by the American Board of Plastic Surgery 1983. He is a member of the following societies: American Society of Plastic Surgeons, American Medical Society, John Staige Davis Society of Plastic Surgeons, American Society for Aesthetic Plastic Surgery, Medical and Chirurgical Faculty of the State of Maryland, Northeast American Society of Plastic and Reconstructive Surgeons
